  Text Box: Welcome to Rockwall County’s 2004 Bond Program – Library Construction information page. The page was developed to serve as a  source for the citizens of Rockwall County to keep informed on the progress of the planning and construction of the new county library facility. 
On November 2, 2004, the citizens of Rockwall County voted in favor of an $11.5 million bond issue to design and construct an approximately 52,000 square-foot library to serve the county population of approximately 60,000. The new library will be located on the southwest corner of Yellow Jacket Lane and T.L. Townsend Rd., north of I-30 and east of SH 205. PSA-Dewberry has been chosen as the architectural firm to design the library. Lead Architect Denelle Wrightson of PSA-Dewberry will oversee the planning and design of the new facility. A Construction Manager-at-Risk, to be selected in April 2006, will work with Denelle Wrightson and the Commissioners Court from the pre-construction planning and design stages to completion of the project. The new Rockwall County Public Library will lend distinction to the County of Rockwall, serve as an inspiration for architecture in the area, and be a focus of community life and civic pride.  Note that ample public parking space is an important part of the project plan.

In Spring 2006, the Rockwall County Commissioner’s Court sought Requests for Qualifications for a Construction Manager-at-Risk for the project. Of the eight candidates who submitted qualifications, four were invited to respond to the county's Request for Proposals. 
On April 20, 2006, the County Commissioners selected Pogue Construction as the Construction Manager-at-Risk for the library project.  On June 22, 2006 the Commissioners Court approved the preliminary schematic plans for the interior and exterior of the new library. A Groundbreaking Ceremony was held November 14, 2006, and actual construction should begin Summer 2007 with completion in late Summer 2008. Click here for photos.

The construction trailer is in place at the site as of June 2007 and dirt work is beginning!  The new library address has been assigned: 1215 E. Yellowjacket Lane.
Here are some photos from the construction site.  The pavement for the parking area is in place and site preparation continues. As of the end of November, the steel frame in place, the concrete is poured for both floors, and interior walls are starting to go up.
